Hi! I am the author of this video and the PIC. I can explain it in english though :-) In normal circumstances such crossing is arranged beforehand - you have to file a form at least 6h in advance and in most cases it is denied, due to huge amount of commercial traffic in area. Right now - no traffic means it is much easier.
